IRCC’s own page says the figure is not a maximum and not a guarantee. The block under the number says whether it is the past 80% or an estimate.

IRCC’s processing-times page says the figures are not a maximum and not a guarantee. Read the “how we calculated this” block under the visitor-visa number before you treat it as a travel date.

Two different calculations sit on the same tool

Help Centre answer 068 splits them. A historical time is backward-looking: how long it took to process 80% of complete applications in the past. IRCC will not show one if there have not been enough recent applications from that country. A forward-looking time is an estimate from the inventory, how many applications they expect to process, and how many they expect to receive. Answer 535 adds the update rhythm: historical figures are updated weekly, forward-looking figures monthly. Service standards are a third thing, a commitment under normal circumstances, and not every program has one.

On the tool itself, the historical method for temporary residence is the past 8 to 16 weeks, not six months. Six months is the historical window IRCC states for permanent residence. The block under the visitor-visa number is what tells you which method you are looking at. This page does not copy a day count. A country figure goes stale. The Nigeria guide keeps the Nigeria figure with the date it was read.

The clock is the complete application, not the day you started gathering papers

Online, the time starts when you submit the complete application, including the fees, and ends at the decision. Mail starts when that package arrives in the mail room. The tool page also says the time includes biometrics, and that an incomplete or complex file, or one that needs more security checks, can take longer. Calling IRCC does not move it. IRCC says they will contact you if they need something.

One exception is printed on the tool: IRCC is not finalizing applications from the Democratic Republic of the Congo, Uganda, or South Sudan, and the time may be longer than the figure shown if that was the last country of residence. That suspension is the November 27, 2026 measure.

Does IRCC say the processing time on the tool is the longest an application can take?

No. The processing-times page says your application may take longer than the times shown, and that those times are not a maximum or a guarantee.

What is a historical processing time, and what is a forward-looking one?

IRCC’s help centre says historical times are how long it took to process 80% of complete applications in the past, updated weekly. Forward-looking times are how long IRCC expects an application to take if received today, from inventory, processing capacity, and expected applications, updated monthly. The tool page says historical temporary-resident times use the past 8 to 16 weeks. The block under the number you see says which method that number uses.

When does the clock start?

IRCC says an online processing time starts when you submit a complete application, including the fees, and ends when a decision is made. A mailed application starts when the complete application arrives in the mail room.

Why can a file from the Democratic Republic of the Congo, Uganda, or South Sudan sit past the number on the tool?

The processing-times page says IRCC is not finalizing applications from those three countries at this time, and that the processing time may be longer than the times shown if that was the last country of residence on the application.
